The Steam release is the Windows edition of app 3867170. Steam dates it 1 October 2026, and in Japan it went on sale on 2 October 2026. English, Japanese, and Simplified Chinese are the three languages, and the game is single-player with Steam Cloud and Family Sharing.
The required age is 0. The content warning names strong language, violence, blood, alcohol, and non-explicit sexual content. The campaign already contains adult pits and succession fights, and the warning is not a separate mode. The machine you need is modest. Language patch
In the Steam library, right-click the game, open Properties, then General, and choose the language there. The system locale may need to match. Kagura's v1.01 patch covers the Steam and GOG editions outside Japan, and the Alicesoft updater cannot be applied to the Steam edition.

Both ask for a display of 1280x768 or better, and both warn that menus and maps may lag.
Compare the minimum spec with the recommended spec before you install. A Core2 Duo machine can meet the minimum and still hitch on the map, which is why menus and maps may lag below 1280x768. Match the recommended graphics if you spend your time on the province map. Storage is the easy difference: 1 GB at minimum, 4 GB if you follow the recommendation. Neither spec asks for a network connection in order to play.
DirectX version 9.0 is on both the minimum and the recommended spec, so a newer DirectX install does not change the graphics requirement. Three languages and who patched them

Kagura's v1.01 patch is the later text fix for the Steam and GOG editions, and it applies outside Japan. The Alicesoft updater from the older domestic line cannot be applied to the Steam edition, so do not expect that tool to change this install.
Kagura's download of the game, separate from Steam, is DRM-free, Windows only, and does not require a network connection to play. That download's title is Rance VII – Sengoku Rance –. On Steam the same game is app 3867170 under the English title Sengoku Rance. Both are the Windows campaign. They are not two different stories. The domestic updater and the Steam edition do not mix.
Simplified Chinese is a full language in the set, not a subtitle track glued onto English. The Chinese highlight trailer belongs to this Steam edition, the same Windows campaign as the English highlight. Japanese remains the language of the 2006 original. English is the language MangaGamer sold in 2019 and one of the three on the 2026 build.

If a household shares the library, each player still makes their own route choices. Cloud only keeps the saves. A first clear unlocks a branching storyline, and Cloud is what keeps that clear when you move machines. Family Sharing opens the app for the household. Each player's route stays on that player's own campaign. Battles stay single-player either way. The age rating of 0 does not remove the content warning, and it does not add a separate all-ages mode. The war on the map stays the campaign you are actually playing.
